Civitta carries out a study on support measures of Enterprise Estonia2016-10-24
On behalf of Entreprise Estonia (EAS), Civitta Estonia AS is carrying out the interim evaluation study of entrepreneurship and innovation policy measures with a view to evaluating the EAS projects financed by the EU Structural Funds that were carried out for the period August 2008 to December 2013. The study will assess the effectiveness and the efficacy of 13 support measures for the clients of Entreprise Estonia and broadly for Estonian business and economic environment.
The major questions of the study are as follows: Whether the enterprises that had received funding support have been able to do the activities, which they would not have been able to do in market conditions. How much have the results of these enterprises improved due to the support and what has been the wider impact? Therefore, EAS seeks to obtain assurance that the state subsidies have been beneficial for business activity and have positively contributed to Estonia's economic development and international competitiveness.
Similar interim evaluation studies were conducted by EAS in cooperation with the Ministry of Economic Affairs and Communications in 2012 and in 2014, but now, for the first time, EAS decided to order a study from an outside expert in order to ensure the impartiality of the outcome, the high quality, and reliability. According to the project manager of Civitta Veeli Oeselg, it is a very important study, because the study results are an essential input for shaping Estonian entrepreneurship and innovation policy and for developing new support measures. The methodology of the conducted study includes an analysis of the economic indicators of the supported enterprises, as well as a web survey and interviews.
