Civitta Kosovo is looking for a Senior Consultant for Public Sector Advisory.

complex challenges. We partner with governmental entities, public institutions, and international organizations to enhance efficiency, drive policy reform, and foster sustainable growth. This position is open in Kosovo.
The Senior Consultant for the Public Sector will be instrumental in designing and implementing effective solutions to meet the strategic needs of our clients. You will apply your knowledge of public sector processes, policy-making, governance, and management to lead projects that deliver substantial and lasting improvements.

You will:

  • Prepare project proposals and help manage consulting projects within the public sector, ensuring timely delivery and high-quality outcomes.
  • Analyze and evaluate public sector programs and policies to identify areas for improvement and innovation.
  • Conduct thorough research and data analysis to support evidence-based recommendations and decision-making.
  • Design strategic plans, policy documents, and operational frameworks that align with client objectives and regulatory requirements.
  • Develop and maintain relationships with key stakeholders, including government officials, regulatory bodies, and partner organizations.
  • Facilitate workshops, training sessions, and stakeholder meetings to drive project objectives and foster collaborative working environments.
  • Prepare and present detailed reports, proposals, and presentations that communicate complex information clearly and persuasively to diverse audiences.
  • Monitor and report on project progress, financial status, and achievement of outcomes, adjusting strategies as necessary to meet changing needs and priorities.
  • Contribute to business development activities, including proposal writing and the cultivation of new client relationships.

Requirements:

  • A Master’s degree in Public Administration, Political Science, Economics, Business Management, or a related field.
  • Professional certifications in project management, change management, or related areas is an advantage.
  • Multilingual capabilities, with proficiency in English and Albanian.
  • Published work or thought leadership in areas relevant to public sector consulting.
  • 4 years of professional experience in the public sector, consulting, or related field with a proven track record of managing complex projects.
  • In-depth understanding of public sector governance, policy development, and project management.
  • Proficiency in the use of data analysis software and standard project management tools.
  • Willingness to travel as required to meet project demands.
  • Excellent analytical, problem-solving, and strategic thinking skills.
  • Excellent communication and interpersonal abilities, with the confidence to engage effectively with all levels of leadership and stakeholders.
  • Demonstrated ability to work autonomously as well as part of a multidisciplinary team.
