Civitta expands in the Baltics through merger with Helve

About the merger

Today we’re happy to share that Helve, a Latvian innovation consultancy, is joining Civitta, strengthening our innovation capabilities in the Baltics.

Helve specializes in building and scaling innovation ecosystems, helping the public sector, large corporations, and startups work together to solve complex challenges. For years, both Civitta and Helve have shared a similar mission: guiding organizations through change to turn ambitious ideas into real-world results.

This merger is another step in Civitta’s growth in the Baltics. By combining Helve’s niche expertise in ecosystem building with Civitta’s international reach, we are creating a stronger platform to support our clients through their digital and green transitions. We are now better equipped than ever to be a “one-stop shop” for innovation advisory across Northern Europe.

By joining forces, we are answering the market’s demand for a “one-stop” innovation partner that bridges the gap between high-level strategy and the rapid prototyping of AI solutions. While Helve specializes in scouting breakthrough startups and managing innovation programs, Civitta provides the international infrastructure to scale those innovations across 20+ countries. This merger creates a good value proposition, offering a comprehensive suite of AI-driven services – ranging from strategic AI roadmaps and policy development to the actual technical implementation of machine learning and automated workflows.

We are proud to welcome Līva Pērkone, the founder of Helve, who joins Civitta as an Associate Partner. Her deep expertise in building innovation ecosystems will be instrumental as we continue to expand our impact across the Baltics and beyond.

“Latvia is an important market for us, and we want to continue developing our services here. Helve’s hands-on, tech-first approach makes them a great fit, and together we can combine our international network with their local expertise.”

Adam Saulius Vaina

Civitta Group CEO

“Joining forces with Civitta is a natural and exciting evolution for Helve. Over the past decade, we’ve built a reputation for helping organizations navigate the rapidly evolving AI landscape and connecting them with the startup ecosystem. By merging our local networks with Civitta’s impressive international reach, we are creating a powerhouse for growth. We bring a high-tech, agile edge to the group, while Civitta provides the global footprint that allows us to take our clients from initial innovation scouting all the way to international market expansion.”
