Marcell is an advisor to EU institutions and national governments on the design, implementation and evaluation of public policy initiatives and reforms. With experience in over 60 public sector consulting projects, he has worked as a project manager, key expert and subject matter expert in areas such as regional development, SME policy, taxation, permitting, administrative capacity and transport. His clients have included various directorate-generals and agencies of the EU, as well as government authorities from several central European countries. Marcell brings a practical, evidence-based approach to every assignment – focused on what works, why and how. He values clarity, rigour and actionable insights, aiming to support policies that make a measurable difference.
