We are seeking an experienced Senior Finance Consultant to lead financial reporting and compliance activities for Horizon Europe projects. The consultant will be responsible for ensuring accurate, timely, and fully compliant financial reporting to the European Commission (EC), while advising on financial strategy, cost eligibility, budgeting, and risk management throughout the project lifecycle.
This position is open either in Tallinn or Tartu.

You will:

  • Prepare and submit periodic financial reports to the European Commission in line with Horizon Europe requirements;
  • Ensure full compliance with EC financial rules, including eligibility of costs, cost categories, and timesheet documentation;
  •  Provide financial guidance to project partners and internal teams, including on-demand training on EC reporting rules and budget management;
  •  Monitor budget consumption, forecast expenditures, and identify financial risks or deviations;
  • Support the preparation of audits and reviews (e.g., Certificate on the Financial Statements – CFS);
  • Develop and maintain financial tracking tools and internal procedures to improve reporting efficiency and accuracy;
  • Collaborate with legal, administrative, and project management teams to align financial planning with project objectives and company rules;
  • Liaise with external auditors, EC project financial officers, and project partners as needed;
  • Contribute to proposal budgeting and financial planning for new Horizon Europe applications.

Requirements:

  • Masters degree in Innovation Management, Economics, Business Management, Finance or related field;
  • Advanced knowledge of Microsoft Office- Word (documentation, reports), Excel, PowerPoint;
  • Estonian and English as your main working languages, both verbal and written;
  • Experience with EC Funding & Tenders Portal / European Commission is considered as plus.
  • Participant Register / SyGMa System is considered as plus;
  • Experience with project full cycle financial reporting to EC is considered as plus;
  • Experience with accounting systems is considered as plus.
