The Background

The project Skills for Sustainable Jobs is about building a brighter, greener future for Kosovo — one where everyone has a fair shot at success. Many young people, especially women, still face barriers to education and employment due to gender disparities and social limitations.

That’s why this project is working to break down those barriers, strengthen vocational education and training (VET), and create more job opportunities. By fostering innovation and inclusivity, we’re helping Kosovo’s workforce thrive in today’s fast-changing job market.

The aim of the project

The project aims to create stronger partnerships between the private and public sectors, improving VET programs to ensure they align with the skills employers need.

This way, we’re helping to build a workforce that’s ready for sustainable, impactful careers.

 

Project result

The project has a three-year implementation period, and is focused on 4 main results:

  1. Building stronger partnerships between VET schools and the private sector, by more involvement from the latter.
  2. Launching two VET centers, one focused on ICT (Information and Communication Technology) and the other on Renewable Energy and Efficiency (RE/EE).
  3. Boosting research skills in ICT, empowering the next generation with the tools to succeed in a digital world.
  4. Supporting lifelong learning to strengthen the skills and knowledge, especially for women, in the growing fields of ICT and RE/EE. Gender disparities remain a persistent issue in Kosovo’s VET sector, with female participation in technical fields as low as 3% in some areas, reflecting entrenched cultural norms and gender stereotypes that limit women’s participation in traditionally male-dominated sectors.

The Baseline Study is a major activity under Result 1. The objective of the assignment is to evaluate the capacities of schools and private companies in the priority sectors of the project regarding the introduction and improvement of VET education.

The study focuses on several specific objectives:

  1. Quantitative and qualitative analysis of the VET schools and private training providers in all seven regions in Kosovo that offer courses in the five priority sectors of the project.
  2. Analysis of the private sector in the above-mentioned areas regarding their involvement in Dual VET.
  3. Identifying companies with their own training centers and analyzing their activities to understand how they can contribute more effectively.
  4. Analysis of the cooperation processes between private sector and VET schools, and the quality of the matching between: the needs of the companies and the courses offered and profiles in the VET schools.
  5. Identification and analysis of existing bottlenecks and mismatching; gap analysis based on the future demand that will be forecasted.
  6. Highlighting women’s involvement in VET, uncovering the challenges they face and finding ways to support their growth.
  7. Forecasting the future demand in the sectors listed above.
  8. Identification of the industrial needs for the RE/EE sector, with proposed priority profiles for level 4 VET education.
  9. Proposing actionable solutions, or “quick wins,” to improve VET quality, boost private sector engagement, and increase women’s participation in these critical fields.( that contribute to an improved matching between needs of the labour market and offered VET education).
