Joe has provided his leadership and policy expert skills as an executive in four companies, a leading commercial lawyer in California, and a director of over 20 projects in emerging markets. He brings over 30 years of professional experience to Civitta, where he works with a team of innovative professionals to provide impact and efficiency to economic development programs in emerging markets. Among Joe’s professional accomplishments was leading a transformation of Serbia’s business environment that led to record foreign direct investment, leading a team of Rwandan professionals to improve the business and investment environments for agribusiness in Rwanda, and developing and adapting innovative policy reform tools that strengthened government and private sector capacity in Bosnia & Herzegovina, Nigeria, Uganda, and several other countries. When he is not working with partners in emerging markets to move quickly on policy reforms, Joe can be found moving quickly on skis or bicycles.
