Civitta Ukraine experts and associate partners, Yaroslav Zhydyk and Ivanna Didur, conducted five strategic sessions for the WINWIN EdTech Center of Excellence.
Nowadays, Ukraine’s education system is simultaneously addressing the consequences and learning losses caused by the war, adapting to digital transformation, exploring new tools for inclusion, and learning to work with artificial intelligence technologies.
Considering that the development of Ukraine’s EdTech ecosystem requires a comprehensive infrastructure: research, coordination among stakeholders, clear piloting processes, ethical frameworks for AI use, international partnerships, and sustainable development models.
The WINWIN EdTech Center of Excellence was created precisely for this purpose – as a platform for advancing educational innovation, testing EdTech solutions, and strengthening collaboration between government, business, academia, and civic society.
During the strategic sessions, participants worked with experts to define the Center’s development logic, identify priority areas, and specify concrete projects, expected outcomes, and progress indicators.
The resulting strategic framework encompasses 5 strategic goals, 4 areas of activity, and 23 projects.
Key priorities include:
Establishing the Center as a national hub for evidence-based analytics and expertise in EdTech and AI
Building a coordination platform for stakeholders across the educational ecosystem
Developing a system for piloting and scaling EdTech solutions
Promoting safe and human-centred use of AI in education
Ensuring the institutional sustainability of the Center
Strengthening the international positioning of Ukrainian educational innovations
A key focus is the use of AI in education. Strategic priorities include studying how AI is being applied within the Ukrainian education system, developing Responsible AI approaches, and creating policies and practical guidelines to ensure these technologies are used safely, ethically, and effectively. This work is especially important, as the speed of AI adoption in education is already outpacing the development of clear rules and frameworks.
Civitta, together with its partners, continues to advance the programme for research and development of Ukraine’s EdTech ecosystem.
The EdTech ecosystem research and development project in Ukraine was initiated by the Ministry of Digital Transformation of Ukraine and the Ministry of Education and Science of Ukraine, funded by the Estonian Centre for International Development (ESTDEV), and is implemented by Civitta in partnership with EdTech Ukraine Association and EdTech Estonia.
