The Civitta Ukraine team, together with partners, conducted a series of validation workshops as part of the project on research and development of Ukraine’s EdTech ecosystem.
Three offline events held in Kyiv brought together representatives of key stakeholders, including government institutions, educational organizations, EdTech companies, industry associations, and members of the expert community.
The validation workshops marked the next stage of the EdTech ecosystem research and development project in Ukraine. The initiative was launched by the Ministry of Digital Transformation of Ukraine and the Ministry of Education and Science of Ukraine, funded by the Estonian Centre for International Development (ESTDEV), and implemented by Civitta in partnership with EdTech Ukraine Association and EdTech Estonia.
These practical sessions were preceded by a large-scale survey and an in-depth analytical study based on the collected data conducted by Civitta. The survey results and the comprehensive study on the development of EdTech in Ukraine will be presented in June in Kyiv.
The purpose of the validation workshops was to test the research findings against real market experience, align them with stakeholder perspectives, and jointly develop a foundation for future strategic decisions.
The first workshop focused on validating the current state of the EdTech ecosystem in Ukraine. Participants confirmed several key systemic challenges:
The group work provided particular value: representatives from different sectors jointly developed a consolidated list of key systemic barriers hindering the development of EdTech in Ukraine. This list became the foundation for further work on practical solutions.
The second workshop focused on identifying concrete answers: how government and business can effectively collaborate in the EdTech sector.
Participants were introduced to four public-private partnership (PPP) models, which they analyzed in detail in terms of feasibility, risks, and implementation potential.
In addition, participants generated new ideas to support ecosystem development, including:
– Creating a public EdTech catalogue of Ukrainian solutions
– Launching a regulatory “sandbox” for piloting innovations
– Developing funding mechanisms linked to learning outcomes
– Introducing the role of an educational technologist within educational institutions
The third workshop served as the logical conclusion of the series – a transition from analysis to concrete solutions.
Participants agreed on priority directions for the development of Ukraine’s EdTech ecosystem, identified key initiatives to be implemented within a 2-3 year horizon, and refined the list of recommendations to reflect the realities of the system.
