Employer Brand Pulse 2026: Estonia

Estonian talent wants to win – together.

A year ago, stability and an innovative image helped employers get onto Estonian shortlists. In 2026, security barely registers, “innovative” has slid down the list, and the top employer rankings have reshuffled with a new #1.

Estonian professionals are now the most performance-minded in the Baltics: pay, company growth and a focus on results all rank higher here than in Lithuania or Latvia. But that ambition comes with a twist – it is about being part of a winning team, not about out-competing the person at the next desk.

The Estonian results of the Employer Brand Pulse study 2026 are in. Every year, Civitta tracks employer attraction across the Baltics. We go beyond asking what people say matters. By analyzing employer choices alongside image and culture associations among white-collar specialists, we identify which qualities truly drive attraction and how their importance is shifting.

What’s shifting in the Estonian talent market?

Estonian professionals in 2026 choose employers on delivery rather than decorative claims. Reputation and the pull of talented colleagues now outweigh passive security and generic tech credentials. Talent’s mindset is transforming across three key fronts:

  • Security has stopped selling. Secure, stable employment fell from #6 to last place among external image drivers, and motivating managers lost almost all of their pull. Estonian talent is not anxious – it is selective. Candidates want a successful, growing company (up from #7 to #4) doing work that matters. Lead with trajectory and purpose, not a safety net.
  • Collaboration beats competition: teams over gladiators. A friendly, supportive environment reinforced its position as the top culture driver, while productivity and goal achievement climbed from #9 to #5 among culture drivers, yet an individual, results-oriented competitive culture dropped from #5 to #10 and now works against an employer. Deliver hard, deliver together.
  • For tech talent, “innovative” is the entry ticket, not the prize. Among IT & Data specialists, being a technologically advanced company fell from the #1 external driver to #8. Pay, vision and a strong team took its place – and too many meetings turned into the strongest culture deal-breaker. Show how work gets done, not just which stack you use.

Being known is one thing. Being considered is another.

Our 2026 Employer Attraction Pyramid groups Estonian employers by how well they turn awareness into consideration. Every company on it is a strong employer – many we measured didn’t make it simply because not enough people know them.

Different positions call for different next steps. “More to prove” employers need to give clearer reasons to join. “Polarizing” ones should look at who they attract, who they don’t, and why. “Private party” employers are loved by those who know them – the job is to take that story wider. “Crossing stars” already earn strong consideration and can build it further. And at the top, broad recognition meets broad appeal – the task is to stay relevant as expectations move.

Congratulations to the ten employers with the highest overall Employer Attraction Index this year:

Different strengths deserve their moment, too

This year, we are introducing nominations to celebrate the different ways employers stand out:

  • Strongest Pull Employer: Wise. WISE’s employer reputation works like a magnet: 98% of those familiar with the company as an employer would consider joining. At this rate, the hiring funnel is more of a hiring pipe.
  • Employer pull sprint: BigBank. BigBank scored highest growth in employer attraction this year, especially among tech talent. Big by name, now big on momentum.
  • Seasoned pros’ top draw: Swedbank. Experienced professionals don’t invest their career capital just anywhere: among senior specialists, managers and executives, Swedbank is the employer named most often as their first choice. Seasoned pros don’t bank on just anyone.
  • The Sector Bridge: Eesti Energia. Among all publicly owned employers measured, Eesti Energia achieves the highest combined Employer Attraction Index across specialists working in both the private and public sectors – making it the strongest all-round talent choice across sectors. Power that flows both ways.

  • Career Forge: Nordea. Of all companies measured, Nordea bank is most strongly associated with broad career opportunities. The ladder comes included; climbing is encouraged.
  • Employee feedback leader: Elisa Eesti. At Elisa, the good word comes from within: it stands out most for positive feedback from current and former employees. When your own people do the marketing, the budget goes a lot further.
  • Talent Magnet: Skeleton Technologies Group / Cleveron. Skeleton Technologies Group and Cleveron are most strongly associated with talented people who want to work there. And as we know, talent attracts talent – and apparently, it has a soft spot for ultracapacitors and parcel robots.
  • Debut of the Year: Fujitsu. Leading among this year’s newcomers, Fujitsu is already making an impact. While its employer profile remains relatively under the radar, 71% of those familiar with the company recognize its solid reputation and 39% would jump at the chance to join, making this a quiet debut that won’t stay quiet for long.

Nominations reflect the perceptions of the surveyed specialists, not verified working conditions. Employers with too low familiarity to be measured reliably were not eligible.
