The “Recuperar Portugal” Mission Structure is a public body responsible for the technical coordination and monitoring of Portugal’s national Recovery and Resilience Plan (RRP).
As the central entity overseeing the RRP’s execution, it required a clear organizational structure, robust internal procedures, and effective risk-prevention mechanisms. Strengthening internal organization and ensuring more consistent management and control processes was therefore essential to supporting the plan’s successful implementation.
The Challenge:
The main challenge was structuring and stabilizing the internal organization of an entity with high operational complexity, responsible for executing a large-scale national programme, while also ensuring formal tools for management, internal control and fraud prevention.

The work gave the Mission Structure a clearer, operationally more robust organizational foundation, strengthening internal control, risk management, and alignment with good governance practice.
