GIZ: Supporting Moldova’s EU accession through targeted technical assistance

Client Overview:

GIZ Moldova, part of German Cooperation and financed by the German Government, supports Moldova’s reform and European integration agenda through technical assistance, institutional development and policy advisory services.

Through this assignment, GIZ engaged Civitta to improve the performance of Moldovan public institutions during the EU accession process. The project worked with a broad group of national stakeholders, including the State Chancellery, Bureau for European Integration, Parliament Standing Committee for European Integration, Ministry of Education and Research, National Agency for Research and Development, Agency for Medicines and Medical Devices, Ministry of Agriculture and Food Industry, Ministry of Internal Affairs and the National Institute of Justice.

The Challenge:

Moldova’s EU accession process created an urgent need for targeted, high-quality and flexible technical assistance. Public institutions were simultaneously managing acquis alignment, sectoral screening, legal harmonisation, institutional reform, EU funds coordination and preparation for the next stages of negotiations.

The challenge was also operational. Institutional needs evolved continuously as the accession process advanced and new requests emerged. Beneficiary institutions needed access to specialised national and international expertise at short notice and within tight timelines. Each request had to be reviewed, clarified and turned into a concrete advisory measure with clear objectives, suitable experts, realistic deliverables and strong quality control.

Our Approach:

Civitta used an adaptive, demand-driven approach – working from concrete institutional requests rather than a generic advisory model. Each request was assessed and translated into a specific Individual Advisory Measure, allowing the project to direct resources where support was most needed.

The approach combined several elements:

  • Needs prioritisation: Civitta reviewed institutional requests, clarified objectives with GIZ and beneficiary institutions, and adjusted the scope of support as priorities evolved.
  • Terms of Reference development: for each advisory measure, Civitta defined the purpose, scope, expected deliverables, expert profiles and implementation timelines.
  • Expert mobilisation: Civitta identified and contracted national and international experts with experience in EU accession, legal approximation, public administration reform, public finance, sectoral acquis chapters and institutional development.
  • End-to-end delivery coordination: this covered expert selection and contracting, onboarding, mission coordination, communication with beneficiaries, follow-up on deliverables, quality assurance and submission of proof-of-performance documentation.

Results & Impact:

Civitta coordinated and implemented 15 Individual Advisory Measures across key areas of Moldova’s EU accession process, mobilising 18 national and international short-term experts across a wide group of public institutions.

  • 6 screening support missions delivered
  • 4 legal and institutional gap analyses prepared
  • 3 strategic reform concepts drafted

The assignment supported Moldova’s bilateral screening process for Chapters 14, 17, 20 and 27, and contributed to EU funds coordination and pre-accession management, Smart Specialisation Strategy implementation, petition system reform, legal harmonisation with Directive 2017/2103, acquis alignment across Chapters 11, 12 and 13, EUCARIS and cross-border data exchange, parliamentary engagement in EU accession and judicial institutional capacity building.

The project helped public institutions access specialised expertise precisely when they needed it most – strengthening their readiness for the negotiation phase and contributing to the broader public administration reforms Moldova’s accession process requires.
