Civitta has started building a local presence in Kyrgyzstan, with a team based in Bishkek. Being on the ground lets us work day to day with Kyrgyz ministries, agencies and the development partners that fund reform in the country, and take projects from design through to delivery. The team will draw on Civitta’s experience across Europe and Central Asia, including the projects we have already delivered in Kyrgyzstan.
Kyrgyzstan is going through a broad wave of reform. Healthcare, energy, climate, infrastructure, digital transformation, data governance, and public finance are all changing quickly, and international partners are increasing their funding for this work. For these reforms to work, ministries need more than strategies. They need laws and regulations that can be applied, institutions that can run new systems, and investment projects prepared well enough to be financed. These are the areas where Civitta provides support in other countries, and it is what we want to offer in Kyrgyzstan.
Civitta already has a track record in Kyrgyzstan. Our clients there include development banks, UN agencies, the government and private organisations, and our work has already covered:
Aisuluu Kozhomkulova has recently joined Civitta as a Manager in Kyrgyzstan and is building our team in Bishkek. Aisuluu has more than ten years of experience in international development and digital policy. She has worked in government, on USAID-funded projects, and with UN agencies and other international donors. She has also led partnerships with global technology companies and civil society coalitions across Central Asia. She holds an MPA in Development, Technology and Innovation Policy from University College London.
Our next step is to build a local team in Bishkek. We are hiring consultants and analysts, and we are growing a network of local experts who can join projects in Kyrgyzstan and the wider region. Open positions:
We want to become the main advisory partner for government institutions and development partners in Kyrgyzstan, from designing reforms to putting them into practice. Our work will cover:
Beyond the public sector, we will work with Kyrgyz companies on growth and access to funding, and support the development of the country’s innovation and startup ecosystem.
Within the next few years, our goal is for Civitta to be a known and trusted name in Kyrgyzstan for public sector reform, development projects and private sector growth. The Bishkek team will also work on Civitta projects in other Central Asian countries.
