Civitta has been engaged as a consultant to the Islamic Development Bank (IsDB) on the feasibility study for the project “Modernization of Resilient Healthcare Sector Project” in Kyrgyzstan. The project could bring three new medical facilities to the Osh and Naryn regions, and Civitta’s team is helping IsDB assess how they can be built and financed.
From 24 to 30 October 2026, IsDB fielded a project preparation mission to Kyrgyzstan to assess whether it can finance the construction of three medical facilities:
The mission brought together IsDB specialists in diverse areas for engaging with the Ministry of Health and its regional departments in Osh and Naryn, and other government agencies responsible for healthcare services to assess project readiness, determine the project scope and its activities.
The goal of the project is to assess how ready the proposed projects are for further development and to define the conditions for implementing them with IsDB support.
Civitta has started work on the project since the beginning of September 2026, when its team travelled to Kyrgyzstan to launch the field work and meet the Ministry of Health of the Kyrgyz Republic and the management of each facility in Osh and Naryn. Since then Civitta has been assisting IsDB in developing the feasibility study for the project. Civitta’s team also joined the IsDB specialists on their visits to the Osh and Naryn regions, where the mission reviewed the proposed construction sites, the condition of the land plots and existing infrastructure, and the needs of the regional healthcare system.
Civitta’s scope covers the full development of the feasibility study for all three facilities, together with the Environmental and Social Impact Assessment (ESIA) and the local special application forms prepared on behalf of the Ministry of Health for applying to the Government for investment from donors and international financial institutions.
The feasibility study will present the technical, financial, economic and environmental and social (ESS) feasibility of the project, built on the analysis of the project sites, a strategic needs assessment and the national healthcare development plans. It will also define the project development objective and its rationale, the corresponding financial model, the procurement strategy and implementation arrangements, and the results framework that will underpin the further monitoring of the project.
Civitta plans to support IsDB with the draft feasibility study already this year, in order to expedite the process of attracting investments into the Kyrgyz economy.
The Kyrgyz assignment is part of Civitta’s wider health sector work in Central Asia:

Working meetings with the leadership of the Ministry of Health of the Kyrgyz Republic are under way. The parties are discussing the next stages of project preparation, the needs of medical organisations, technical aspects of implementation and financing prospects. The findings of the preparation mission will feed directly into the feasibility study, which Civitta will deliver to IsDB and the Ministry of Health as the basis for the financing decision.
The project is expected to strengthen healthcare infrastructure, widen access to specialised medical care, including oncology, infectious disease and multidisciplinary inpatient care, and improve the quality of medical services for the populations of the Osh and Naryn regions.
