EdTech Ecosystem in Ukraine: Research and Strategic Directions for Development

Short overview

Civitta, with financial support from ESTDEV,  together with its partners – EdTech Ukraine, EdTech Estonia, and the WINWIN EdTech Centre of Excellence – conducted a comprehensive study of the current state of Ukraine’s EdTech ecosystem, its key challenges, and opportunities for development.

The study covered around 65,000 respondents, including educators, leaders of educational institutions at all levels, parents of students, and representatives of Ukrainian EdTech companies. The team also conducted 50 in-depth interviews with key stakeholders, analysed international experience in developing EdTech ecosystems, and held a series of validation workshops with representatives of the education sector, government, and business.

Based on the research findings, 9 priority actions were identified across three strategic directions:

  • Quality and development of EdTech solutions – supporting the creation, development, and acceleration of high-quality Ukrainian products.
  • Public-private partnerships – improving mechanisms for effectively integrating EdTech solutions into the educational process.
  • Education system readiness – strengthening the capacity of educational institutions and educators to adopt and effectively use technological solutions.

Each proposed initiative includes a description of the challenge, a potential solution, key actions and expected impact, as well as the prerequisites and risks associated with implementation.

The EdTech Ecosystem Research and Development Project in Ukraine was initiated by the Ministry of Digital Transformation of Ukraine and the Ministry of Education and Science of Ukraine, funded by the Estonian Centre for International Development (ESTDEV), and implemented by Civitta together with EdTech Ukraine and EdTech Estonia, in partnership with the WINWIN EdTech Centre of Excellence.
