Hubs4Change: VET as an Entrepreneurial Vehicle in the Neighbourhood East is an international capacity-building project that aims to strengthen vocational education and training (VET) systems by bringing entrepreneurship, innovation, and practical learning closer to students and educators across the Eastern Neighbourhood.
The initiative brings together partners from Ukraine, Georgia, Moldova, Greece, and Lithuania to support the transformation of vocational education in Eastern Neighbouring countries into a more modern, practical, and future-oriented learning environment. Through the project, participating institutions will strengthen entrepreneurial education, foster collaboration with business and innovation ecosystems, and equip learners with skills that better respond to current labour market needs.
As part of the international consortium, Civitta contributes its expertise in innovation, entrepreneurship, ecosystem development, and strategic capacity building to support the modernisation of vocational education systems across the region.
For Civitta, participation in Hubs for Change is closely connected to the company’s broader mission of supporting sustainable economic development through innovation and skills transformation. The project addresses one of the key challenges faced by many vocational education systems today – the gap between education and rapidly evolving labour market needs.
Through the initiative, Civitta will contribute to the development of entrepreneurial approaches within VET institutions, supporting the creation of environments where learners will be able to gain practical experience, develop business and innovation competencies, and engage more directly with local business ecosystems. The project will also foster stronger collaboration between educational institutions, industry representatives, and innovation stakeholders, contributing to more relevant and future-oriented vocational education.
In addition, Hubs4Change aligns with Civitta’s long-term focus on strengthening regional innovation ecosystems and creating practical opportunities for young people, educators, and local communities through impact-driven initiatives.
One of the key ambitions of Hubs4Change is to rethink the role of vocational education institutions and support their evolution into modern Entrepreneurial Hubs.

The project also aims to improve access to professional opportunities for diverse target groups, including young people, women, and unemployed adults.
Another important direction of the initiative is supporting VET teachers and trainers in delivering modern entrepreneurship education.
The project will develop a comprehensive Entrepreneurial Training Programme for VET educators, including modular curricula, mentoring resources, blended learning opportunities, and practical methodologies designed to strengthen entrepreneurial teaching capacities and modernise vocational education practices.
At the same time, learners participating in the project will benefit from updated entrepreneurial training programmes that combine practical experience with market-oriented education and stronger connections to business and innovation ecosystems.
A strong practical component is at the core of Hubs for Change. Beyond educational materials and training programmes, the project creates opportunities for direct engagement with entrepreneurial and innovation environments through hackathons, mentoring activities, pilot training programmes, and international Work-Based Learning opportunities across Europe.
These activities are designed to help learners and educators gain practical experience, strengthen professional networks, and better understand contemporary business and innovation ecosystems.
To support sustainability beyond the project duration, Hubs for Change will also develop a multilingual e-Hub platform that will serve as a digital space for collaboration, networking, entrepreneurial learning, and access to educational and mentoring resources.
In parallel, the initiative aims to create scalable and transferable frameworks that can support the continued development of Entrepreneurial Hubs across vocational education institutions in the region.
