Securing €35M for Infobip: Croatia’s entry into EU cloud infrastructure

Infobip is a global AI-first cloud communications platform and one of Croatia’s most internationally recognised technology companies, operating across 190+ countries. The company builds cloud infrastructure that powers communication services for businesses worldwide.

The Challenge:

Joining IPCEI CIS, the EU’s flagship initiative for next-generation cloud infrastructure, required navigating a complex regulatory process: structuring a credible investment case, preparing a proposal under indirect beneficiary rules, and adapting all documentation to the EU R&D&I State Aid Framework.

Our Approach:

PJR, since 2026 is part of Civitta Group, joined the project in 2022 and supported Infobip across the full engagement:

  • Structuring the investment study to meet IPCEI CIS requirements
  • Preparing and submitting the project proposal under indirect beneficiary rules
  • Adapting the full documentation package to the EU R&D&I State Aid Framework
  • Continuing as implementation advisor post-approval: project management, monitoring, and reporting

Results & Impact:

In February 2025, the project launched at Infobip’s Zagreb campus, attended by Croatia’s Prime Minister, three government ministers, and the European Commission’s representative in Croatia.
